01Acceptance of terms & B2B scope
These Terms of Service ("Terms") govern your use of arguswatch.org and the Argus parliamentary intelligence platform (collectively, the "Platform") operated by KLL1 LTD, trading as KL Leung Holdings ("the Company", "we", "us"). By accessing the Platform — including its APIs, dashboards, briefings, and documentation — you ("Customer", "you") agree to be bound by these Terms.
The Platform is strictly for institutional, government, and defence use. It is not intended for individual consumers. If you are entering into this agreement on behalf of an organisation, you represent that you have the authority to bind that organisation to these Terms.
KLL1 LTD is a UK Ministry of Defence (MoD) JAGGAER One Registered Supplier. These Terms reflect the standards and obligations appropriate for organisations operating within government and defence supply chains.
02Platform access & subscription licence
Subject to these Terms and payment of applicable fees, we grant you a limited, non-exclusive, non-transferable, revocable licence to access and use the Platform during your active subscription period. This licence permits authorised users within your organisation to use the Platform's features, APIs, and dashboards solely for your internal business operations.
You do not acquire any ownership rights to the Platform software, source code, or underlying infrastructure. Access is provided on a subscription basis — you are licensing the right to use the Platform, not purchasing software or deliverables. We reserve the right to modify, update, or deprecate Platform features with reasonable notice.
The public-facing site at arguswatch.org is provided for informational purposes and is freely accessible without an account. These Terms apply to it on the same basis where relevant — for example, Sections 4 (Intellectual Property), 6 (Acceptable Use), 7 (Intelligence Disclaimer), and 9 (Limitation of Liability) bind every visitor.
03Authentication & access control
All Platform users must authenticate via our approved methods, which include WebAuthn passkeys and biometric authentication (Face ID, Touch ID). Password-only access may be restricted or unavailable depending on your organisation's security tier.
Account sharing is strictly prohibited. Each user must have their own individual account. We enforce this through:
- JWT-based session management with per-device token binding.
- Immutable audit trails that record every authentication event, session, and action.
- Anomaly detection for concurrent sessions and impossible-travel patterns.
Sharing credentials, tokens, or sessions — or any attempt to circumvent authentication controls — constitutes a material breach of these Terms and may result in immediate suspension without notice.
04Intellectual property
All Platform infrastructure, AI engines, machine-learning models, ontology engines, knowledge graphs, scoring weights, algorithms, source code, user interfaces, briefings, documentation, and branding are the exclusive intellectual property of KLL1 LTD. This includes, without limitation, the Argus parliamentary intelligence system, the kinetic ontology layer, the entity-resolution pipeline, and all derivative works.
Customer Data remains your property. You retain all rights, title, and interest in the data you upload, submit, or generate through the Platform. We claim no ownership over Customer Data and will not use it for any purpose outside delivering your contracted services.
Argus aggregates and analyses publicly available parliamentary, regulatory, and open-source materials. The underlying source documents (Hansard, committee transcripts, OJEU notices, ministerial statements, and similar) remain the copyright of their original publishers. Argus operates under applicable open-data and fair-dealing regimes and provides full provenance back to primary sources for every assertion it makes.
05AI & data usage
The Platform utilises third-party enterprise AI models — including Anthropic Claude, Google Gemini, and Perplexity APIs — for processing, analysis, and intelligence generation. Specifically:
- Your Customer Data is processed securely via enterprise API tiers under Data Processing Agreements with each provider.
- Your Customer Data is not used to train any public AI model — not ours, not our sub-processors'.
- AI-generated outputs (reports, alerts, analyses, forecasts) are provided as decision-support tools, not as definitive advice.
- We do not sell, share, or monetise Customer Data in any form.

06Acceptable use & prohibited conduct
You agree not to:
- Reverse engineer — decompile, disassemble, or reverse-engineer any part of the Platform, including our ontology engines, knowledge-graph architectures, or entity-resolution algorithms.
- Scrape or extract — use automated tools, bots, or scripts to scrape, crawl, or systematically extract data from the Platform or arguswatch.org.
- Build competing products — use the Platform, its outputs, or its intelligence feeds to build, train, or enhance any competing AI model, intelligence service, or analytics product.
- Exceed authorised access — exceed licensed API rate limits, attempt to circumvent usage controls, or access infrastructure, accounts, or data belonging to other customers.
- Share credentials — share account credentials, API keys, or session tokens with unauthorised third parties.
- Unlawful use — use the Platform for any purpose that violates applicable law, including export-control regulations, sanctions, anti-bribery legislation, or applicable intelligence-handling caveats.
Violation of this section may result in immediate suspension or termination of your subscription without refund. We monitor for violations using automated detection and immutable audit trails.
07Intelligence disclaimer
Argus is a parliamentary and foreign-affairs intelligence platform. It provides AI-driven monitoring, risk assessments, entity analysis, and forecasting based on publicly available sources across 64+ jurisdictions.
Argus outputs are strictly for institutional research and decision-support purposes. They do not constitute legal, financial, political, or strategic advice. We provide data and AI-driven forecasting — we do not accept liability for business, investment, compliance, policy, or operational decisions made in reliance on Argus outputs.
While we strive for accuracy, parliamentary intelligence is inherently probabilistic. Hansard, committee transcripts, regulatory filings, and open-source data may contain errors at source. Argus is a decision-support tool, not an oracle. Every assertion is hyperlinked to its primary source so that the original record can be inspected directly.
08Service availability
We aim to make the Platform available on a continuous basis but do not guarantee uninterrupted access. Scheduled maintenance, infrastructure migrations, third-party outages (including AWS regional events, AI sub-processor degradation, and source-feed availability), and force majeure events may cause unavailability.
We will use commercially reasonable efforts to provide advance notice of planned maintenance and to restore service following unplanned outages. Specific availability commitments, where they exist, are documented in your subscription order form or master services agreement.
09Limitation of liability
The Platform, including all AI-generated outputs, is provided on an "as is" and "as available" basis. To the maximum extent permitted by law:
- KLL1 LTD shall not be liable for any indirect, incidental, special, consequential, or punitive damages, including loss of profits, data, use, goodwill, or other intangible losses.
- Our total aggregate liability under these Terms shall not exceed the fees paid by you in the twelve (12) months preceding the event giving rise to the claim.
- Nothing in these Terms excludes or limits liability for death or personal injury caused by negligence, fraud, fraudulent misrepresentation, or any liability that cannot be excluded under English law.
You acknowledge that the Platform provides data and AI-driven analysis — the decision to act on that information, and the consequences of doing so, remain entirely with you.
10Term & termination
Subscription terms, renewal, and termination notice periods are set out in your order form or master services agreement. We may suspend or terminate access immediately and without refund where you commit a material breach of these Terms — including violations of Section 6 (Acceptable Use) — or where required by law, regulatory order, or government contractual obligation.
Upon termination, the data-handling and retention provisions in our Privacy Policy apply. Sections 4, 6, 7, 9, and 11 survive termination.
11Governing law & dispute resolution
These Terms are governed by and construed in accordance with the laws of England and Wales. Any dispute arising from these Terms shall be submitted to the exclusive jurisdiction of the courts of England and Wales.
Prior to litigation, both parties agree to attempt resolution through good-faith negotiation for a period of thirty (30) days following written notice of the dispute, sent to kaluleui@klleungholdings.com.
12Modifications to these Terms
We may modify these Terms at any time. For material changes, we will provide at least thirty (30) days' written notice to active subscribers via email or in-platform notification. Continued use of the Platform after the effective date of any modification constitutes acceptance of the updated Terms. The "Last updated" date at the top of this page will always reflect the most recent revision.
