Argus is built and operated by ARGUS HOLDINGS — KLL1 LTD, trading as KL Leung Holdings, a private company registered in England & Wales. We make parliamentary-monitoring software for institutions that need to follow legislative action closely, and read it plainly.

We measure ourselves by what the tool can do, not by who is behind it. Three reasons this work is finally possible — and matters now: AI can read long legislative text reliably enough for daily coverage; buyers have learned to demand verifiable sources rather than summaries; and policy coordination across parliaments has accelerated past what any single research team can follow.

Why we stay small.
Argus is built by a small, independent engineering team. Being small is the point: we move quickly, go deep on the problem, and answer directly to the people who use the tool. There is no layer between the people who build Argus and the people who depend on it.
We do not publish names, photos or biographies. Argus is used to track an authoritarian state’s activity, and our first client is an alliance that state has sanctioned. Keeping individuals out of the public record is a deliberate security decision — judge us by the capability, not the personalities.
Inter-Parliamentary Alliance on China
Argus is a joint venture with IPAC — the cross-party alliance of legislators coordinating a democratic response to the People’s Republic of China — and IPAC is our first pilot client. It is both a partnership and the proof point for how Argus is meant to be used.
